Definition

Operational contract data is a structured representation of contract terms that can be tied to specific claims, periods, and review decisions.

Model the term and its context

Record the source document, the section, the effective dates, the product or network scope, the formula inputs, and the exceptions. A bare rate with no definition attached cannot produce an expectation you would defend.

GER and BER are contract-defined. Two agreements can attach the same label to different formulas, and reading across them is where variance analysis goes wrong.

Make interpretation reviewable

Contract interpretation often needs commercial and legal review. Capture the approver and the rationale for each calculation rule, so staff can tell an accepted interpretation from an imported value.

When a contract changes, publish a new effective version. Editing a historical rule in place rewrites conclusions that were already reported.

Can a PBM rate term be applied to every drug?

Only if the agreement says so. Network, product, date, dispensing, and exclusion conditions can all change applicability.
